A North Carolina mom has been charged with tattooing a minor -which is illegal in the state. She used her own tools to tattoo her 11-year-old. When her daughter asked for a tattoo, Odessa Clay inked a small heart near the girl’s right shoulder. Talk about going to extremes! 

She says that she believed  it was 'permissible' with a parent’s permission,just like ear piercings. Odessa also says that her daughter did not experience any pain because she numbed her arm for the process.
